Rep. Suleman Lalani introduced HB 2874 to the Texas House on Wednesday, April 9 during the 89(R) legislative session, according to the Texas Legislature website.

More specifically, the official text was summarized by the state legislature as ’’Relating to the inclusion of provenance data on content shared on social media platforms’’.

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

This bill amends the Business & Commerce Code to mandate that social media platforms with more than 1.5 million active users in Texas include provenance data for photos, videos, or audio files created or posted on their platforms. Provenance data consists of metadata that identifies the file's date and place of origin, the method used to generate it, or its transmission history. Social media platforms must attach provenance data to user-generated content and provide users with easy access to this data. If a platform cannot discern a file's provenance data, it must display a notice indicating this lack of information. This act will take effect Sept. 1, 2025.

Suleman Lalani, member of the House Committee on Higher Education and vice chair of the House Committee on Land & Resource Management, proposed another 54 bills during the 89(R) legislative session.

Lalani graduated from Columbia University in 1996.

Suleman Lalani is currently serving in the Texas State House, representing the state's 76th House district. He replaced previous state representative Claudia Ordaz in 2023.

Bills in Texas go through a multi-step legislative process, including committee review, debates, and votes in both chambers before reaching a final decision. Each session, there are typically thousands of bills introduced, but only a portion successfully navigate the process to become law.
