CITY OF ELIZARIO: Notice Of Special City Council Meeting On 10/15/2020

City of San Elizario issued the following announcement on Oct. 15.

Notice is hereby given that the City Council of San Elizario, Texas will hold a Special Meeting on Thursday, October 15, 2020 at 5:00 PM pursuant to the process stated below. 

TEMPORARY SUSPENSION OF OPEN MEETINGS LAWS DUE TO EMERGENCY 

The Texas Governor temporarily suspended the provisions of the Texas Open Meetings Act that require government officials and members of the public to be physically present at a specified meeting location. As a result, all or some government officials may participate telephone or videoconference to avoid congregate settings in physical locations. This temporary suspension will leave important open meetings protections in place. 

Members of the public are encouraged to watch or listen and participate in the meeting by downloading and logging into the City’s Microsoft Teams video conference via link: Click here to join the meeting or call in (audio only) +1 915-255-2276 Conference ID: 747 218 981# 

Those participating in the meeting are requested to place all electronic devices on silent mode and to mute the audio on the device used to watch/listen to the meeting at all times except when they are recognized by the Mayor to speak. 

The public is strongly encouraged to sign up to speak on items on this agenda before the start of this meeting by calling City Clerk Nancy Montes at 915-974-7037 or emailing info@cityofsanelizario.com before 4 pm on 10/15/2020. Advance sign-up is required for making public comment under Agenda item #2.

The following members of City Council will be present via video/audio conference: Mayor Antonio Araujo, Alderperson Place

 1 Leticia Miranda, Alderperson Place 2 David Cantu, Alderperson Place 

3 Lorenzo E. Leyva Sr., Alderperson Place 4 Maria Covernali, Alderperson Place 

5 George Almanzar. A quorum of City Council must participate in the meeting and the following items will be discussed, to wit:

 Thursday, October 15, 2020 

1. Roll Call

 a. At the request of the Mayor, the Pledge of Allegiance has been temporarily suspended.

 b. Establishment of Quorum

 c. Excuse absent Council members 

2. Public Comment

 The City Council welcomes public comments to topics not listed on the agenda. This segment is limited to thirty (30) minutes to the first ten (10) speakers. Speakers must sign in to speak before the start of the council meeting and shall limit their comments to three (3) minutes. The City Council cannot respond to matters not listed on the agenda until placed on a future agenda. 

3. Consent Agenda 

All matters listed under the Consent Agenda will be considered by the City Council to be routine. City Council members may remove specific items from the Consent Agenda to the Regular Agenda for discussion prior to voting on adoption of the Consent Agenda. Removed items will be considered and acted on after a vote on the Consent Agenda. 

A. Approval of Regular Council Meeting Minutes of September 8, 2020  Mayor Araujo 

4. Discussion and Action: on a Resolution changing the date of the regular City Council meeting for November 2020 to November 17, 2020. Mayor Araujo 

5. Discussion and Action: on a Resolution approving and accepting Operation Stonegarden grant funding and making all required designations and assurances. Mayor Araujo

 6. Discussion and Action: on a Resolution for the Appointment of Election Officials for the General Election to be held on November 3, 2020. Mayor Araujo
