On April 24, 2025, Rep. Escobar announced, “Today, I reintroduced the Climate Adaptation Plan (CAP) Act to address the impacts of climate change at the local level.” She outlined that the CAP Act will empower local and tribal governments to create climate adaptation strategies, supported by a grant program under the direction of the EPA Administrator, to mitigate the impact of climate change.

Expressing optimism about the initiative’s potential impact, she affirmed, “I’m hopeful that the CAP Act will encourage local and tribal government to apply and use federal funding to implement climate adaptation plans to protect their communities.”
Veronica Escobar has significant experience in public service, having represented Texas’s 16th District since 2019. She served on the El Paso County Commission from 2007 to 2011. Born in El Paso, Texas, in 1969, Escobar graduated from the University of Texas, El Paso with a BA.
